What zone are you in Bonnie? Is the ground warm enough? Did you direct sow or start in pots? Enough sun?

I would see if the roots are still in the ground and if it died.
These hardy plants can grow from root division or seeds (if the birds have not gotten to them). Is this the normal time of year when they begin to emerge for you?, Assuming they have come up before and this is not a new planting. Give it a little while longer-dependent on your growing zone and weather factored in. They should come up. If you are really curious, dig a bit and see if they are showing signs of growth.

Hello. Mine are very slow to come up as well but they are beginning to appear I’m wondering if they’re is a slight delay. It might be worth checking with other local gardeners.

I would highly suggest contacting your cooperative extension. These offices are manned by volunteer master gardeners on site there waiting to answer the communities questions that know your local situation quite well.
Master gardeners are required to volunteer back designated hours ( plus continuing education) each year to maintain MG certification -this community outreach and education is their goal.
If your office is closed....there might be alternative online venues like Ask an Expert as well as emailing your local master gardeners extension office for their
guidance.... in a non contact manner.

I live in Nebraska and we had a cool spring until it turned hot. I noticed my cone flowers are up and some are blooming. They are planted on the south side of our deck, with full afternoon sun. Sorry yours did not come up.
