You can use exterior porch paint. If you want to go a bit upscale you can paint the risers differently from the treads or add wallpaper to the risers.
You can also stain them and put several coats of polyurethane on the treads which will probably hold up the best.
Do half of the each stair and block off with buckets and ropes or plastic caution type tape so dogs don't walk on it. What kind of paint should I use? For the risers and spindles, use white semi-gloss with primer already in it. For the treads and rails, use a porch and floor paint. For the first coat, tint primer with your selected color.
Paint half of the stair (right or left) of each. Let dry WELL. Do the other half roping off the first side you have already painted.
The easiest method is to use a porch and floor paint, we used this method for our wood basement stairs, and it holds up great.You can roll it on, and use a brush in the corners.
Hi Carolyn, here is what you could do, paint the stairs to make them look pretty, then use stair treads to keep the dog from messing them up and also prevent falls.

A gallon of good floor paint goes pretty far. I have used several different brands, but, my favorite has been Behr. Good luck and stay safe!
You might consider peel & stick vinyl flooring tiles for the treads.
Yesterday at Home Despot (SIC) I saw that they have “planks” starting at 80¢ a sq. ft.
They will “telescope” any left over staples, glue globs or nail heads, so that should be addressed.
