Sherwin Williams makes a good concrete and masonry primer.
Is any of the old paint flaking or peeling, or is any of the concrete crumbling? If so, this will need to be addressed after pressure washing, and before applying the new paint.
I would waiting for it to dry out completely over a few days. You can buy a special paint for concrete from your hardware store.
Hi Dee. Go ahead and pressure wash your patio. It's important that you wait until it is completely dry before painting. If your patio is in the sun, it should dry within 24 hrs. If it's in the shade, it will take a bit longer. Buy paint made especially for concrete. Give it a coat and wait for the paint to dry completely before deciding if it will need another coat. A few days to dry. Go to a stand alone paint store, take pics with you. They can best direct you to the best process and type of paint.

It has to be 100% dry so it depends on the weather and humidity. I would also advise that you use an etching cleaner.
