Remove everything and start over if it's a big mess. I used to do this twice a year with my kids & husband. Switch to flocked hangers so they will be neat. If it doesn't fit or you don't love it, donate it to someone who can use it. Baskets or bins above and below to "hide" clutter items.

The most important step is to purge! Donate anything you’re not wearing on a regular basis. Throw away things not worth donating. This will make the biggest difference.
3 piles: Keep. Donate. Trash. If the item does not flatter you, it goes. Hang everything that can be hung. Use hanging sweater bags for folded sweaters. Arrange hanging clothes by color. In summer, all winter clothes go in boxes; in winter all summer clothes go in boxes. Use shoe racks for all shoes. Get pool noodles & cut them in two to fit in your boots. Use cube boxes and Label them. Vow to keep it organized.
This is on my to do list as well! Take everything out and then clean the cobwebs, walls if needed and baseboards. Then go through each item before returning to the closet and if you have not worn it or used it in 12 month then it should be donated or you could try listing items to sell on local online flea markets. When you can see the floors and shelves you will know what you want to keep or get rid of. The simplest way, and most time consuming for me, is to take everything out, sort, purge and reorganize. No time or energy to do it all at once? Pick a clothing type, like pants. Pull every single pair out. Keep what you actually wear and discard or donate anything that is worn out or doesn't fit. Create a section just for them. Keep moving through, removing, purging and organizing. You can do a section at a time that way, fitting it into your routine. Good luck and stay safe!
