How do i get rid of weeds permanently i want to put mulch down but the weeds are there?
Here's what i use, but if this is in a garden bed, it may not be your best choice. For a garden bed, the best way is to hand-pull the weeds and then put down landscape fabric and mulch on top of that.
This stuff will kill all your weeds! And there are no chemicals
Ann is right that you have to either pull the weeds out first before you lay down the landscape fabric, then the mulch on top of the landscaping fabric.
Depending on how stubborn/large the weeds are to begin with, you may have to be more aggressive in trying to kill the roots completely first. This may require digging down and actually digging out the roots, then applying weed killer to try to get all the remaining roots that may still be in the ground.
Do not use vinegar if it's a garden bed. it will kill everything. Pull out what you can. Rake up the rest. Place newspaper over the bed and slightly wet it down. Cover with landscape fabric and 2"to 3" of mulch. The newspaper will suffocate the weeds and break down over time. I just did this in my garden beds. Speay with white vinegar, put down a weed barrier, then mulch on top of that.

You will never eradicate all weeds, permanently, even using mulch, newspaper, and applications of Preen. You will have to monitor regularly and remove them, when they are quite small, before roots develop too deeply. Weed seeds are carried by wind, birds, and animals. Follow the advice given above, and good luck.
Before you put the mulch down, you can put down newspaper or landscape fabric to kill the weeds before adding the mulch. You can keep the layer of landscape fabric and newspaper too. (Put the mulch down on top.)
Weeds unfortunately are never permanently gone. We all wish though! You'll remove the existing ones and roll out some weed blocker fabric cloth or newspapers, then layer on the mulch.
