That type of damage looks like it's from Japanese Beetles. Neem or anything with pyrethrin in it should work.
It does indeed look like Japanese beetle damage. You can buy a Japanese Beetle trap and hang it as far away from your Hibiscus plants as possible. There pheromone tablet on the top of it will draw the beetles away from you plants. They will enter the bag beneath it and never come out.
I'd try spraying with neem oil
Hi Teresa. I believe you have Japanese Beetles eating your Hibiscus plants. You can place a bucket of soapy water beneath the Hibiscus plant and gently shake the plant to dislodge the beetles, dropping them into the soapy water. You can also remove any visible beetles in the early morning when they're not yet active. Good luck Teresa.
Hi Theresa, hope this helps you out, Control with horticultural oil, insecticidal soap or sticky traps. Thrips: Small, narrow pests that lay eggs inside hibiscus buds, often causing buds to drop before flowering. Control with horticultural oil. Mealybugs: Soft-bodied, juice-sucking pests covered with a protective, waxy, cotton-like mass.
Have you tried Neem Oil?
If you apply Neem, do so in early morning or late evening. You can also apply systemic plant foor with insect control that's dug in, watered, then absorbed throughout the plant, but Neem oil or pyrethrin will work faster, at this point.
