First spray it with vinegar. Get it good and wet and then put it in the sun. Next, mix 2 cups of hydrogen peroxide, 4 tablespoons of white vinegar, and 1 and 1/2 teaspoons of salt in a spray bottle. When the salt has dissolved, spray it on the planter and watch it work.
The essential ingredient is oxygen. The water and salt are basically catalysts (although the rust will include some water).
So you must maximize the diffusion of air to the wet surface. Use a shallow container with just enough liquid to cover the metal object. Better yet, wrap the metal in toilet paper or thin cloth and set it standing on a shallow puddle of the liquid, so that the paper/cloth remains moist.
You can also suspend the metal in a large closed container, with a small amount of water and a few drops of hydrochloric acid at the bottom. HCl vapor seems to be more effective than salt as a rust promoter.I find hydrogen peroxide works well. Just keep applying until you get the level of rust you want. Sit your item on a tarp or in a basin to protect surface it's sitting on. Stay safe!
Spray vinegar on the object. Let it set until you reach the level of rust you want. Then spray on hydrogen peroxide and vinegar. (Approx 2 parts hydrogen peroxide and 1 part vinegar.) Then sprinkle salt on the item. It will start bubbling and foaming. Wait until the bubbles and foam stop. Then pull the object out and let air dry.
If you paint them a burnt orange and do some teal streaks that will look rusted
