Hi, I planted a lemon and a orange tree
They are a lived, but don't seem to grow any new leaves, can any one tell me what to do, they are about 3 feet tall.

are they indoor or outdoor? Maybe try some fertilizer
Heavy soil is often a problem. It can become compacted and citrus trees do not do well in it.

Are your citrus trees in a pot or in the ground? What you may need to do is prune them, the article tells you how.
We have some Meyer lemon trees growing in pots here in Maryland-these are about 3-4' tall also and bear fruit as well as leaves, they stay out in the sun during the summer and come in when there is any chance of frost.
Have you tried a fertilizer stick? We did that to our fruit trees this year and they're taking off.
