would the oscillating tool along the counter top work after removal of 4" formica backsplash?

It isn't entirely clear what you are asking. Has the backsplash already been removed, or are you wanting to cut it off with an oscillating tool?
Posting a picture of the area would help illustrate the dilemma.
not removed yet, is it glued to wall?, then after I "peal" it off, then use the tool to remove top portion of aluminum flush to top of counter top
