Most wallpapers need a smooth wall. However, there are heavier wallpapers that work well on any surface. Most of them are paintable or you can wallpaper over them. The one I used on a rough wall could have either finish. They referred to it as a paintable wall liner if I remember correctly. Good luck and stay safe!

Either peel off the existing or fill the pockets in, wall paper needs a flat smooth surface to completely cling to.

The best way to smooth out your wall is by skimming it with a joint compound. ... Once you've completely skimmed your walls, and it's been allowed to dry thoroughly, you can prime/seal your walls and then hang your wallpaper.

You will have to smooth it first. You can do this by either sanding existing, skim coating what is there, or applying a paper that is designed for covering rough surfaces to prepare for wallpaper. I'm unsure what it is called but when my mother wanted to wallpaper over paneling, I applied the paper first just like hanging wallpaper then hung the wallpaper over the medium once it was dry. It has lasted probably 20 years.

It can be tricky to make it stick. You could try covering the wall with thin mdf panels first.

If you use a smaller pattern it will not be noticeable. It should not be a problem since the prepasted has plenty of glue on it to suffice.
