You can do both, you get a spray paint suitable for metal. I would use the transfers so it can be removed if you dont like it.
Hi D, the easiest way would be to buy or make vinyl transfers and stick them on. That way you can remove them if your decor style changes without having to repaint the washing machine. It's quicker too
Here is a link to one source to purchase the dot decal stickers.

I would go with the vinyl transfers rather than stickers or paint. Easier to remove than either. Stickers have an adhesive which is may leave a residue, needing to be scraped off or chemically removed. Painting, it you are not happy with the outcome would lead to repainted
I would use a removable vinyl. That way, in the future, if you want to change the look you can do it easily.
You can certainly paint dots on your washing machine, but doing it with spray paint will not make nice neat dots. I would recommend using vinyl dots or flowers to dress it up.

You can always use vinyl. Look at Walmart or your craft store for removable vinyl (by the cricut machines). You can always trace circles onto the vinyl and cut out by hand to put on your washing machine.
I had vinyl dot on my classroom walls. The kids loved it!

If you have a vinyl cutter you could create several designs and apply self adhesive stickers or consider paint and stencils.
I am not sure about the particular project you saw.
If you ever want to go back to see a particular project, just click on the little blue house at the top of this page, left-hand corner. If you can't find a particular project, you can use the search bar. Also, please consider checking out "Explore Projects" for even more additional ideas.
Hope this helps.
You can purchase self adhesive dots or make them from contact paper. I would think painting them would be a daunting task but you can certain do that as well. Make a template so that you have "perfect" circles. I've seen contact paper used for dots, stripes, or a complete cover of the machine. I rather like the look.
Thank you all for being so responsive. Although those were not what I saw. They did help me get started.
If you use decals since they can be removed and changed out or just readjusted whenever you want.
