I have been battling English Ivy the neighbors planted for years. The best way to get rid of it is to manually pull it up. The ivy has a wax coating on the leaves that makes spraying it with pesticides somewhat useless.

You must get the underground runners. That is how this stuff spreads.

We found it helpful to mow it down as close to the ground as possible. We do this every time we mow and it helps keep it in check but still need to pull the new runners every year.

Brush killer might work.

If you're pulling it up manually, be sure to wear heavy duty gloves. The long stems themselves can inflict a great deal of damage to bare hands. These vines can be upwards of 10' in length. If you dig into the ground, you'll most likely find a mass of new stem growth. Depending on the amount, you may have years of eork ahead of you.

If you can sink a heavy metal barrier into the ground between you and your neighbor, you might slow its intrusive nature.

Thanks for the heads up. I've been pulling the ivy for two days now with bare hands, no adverse effects so far. Yes, there are areas where the vines broke off but not in areas of concern at the moment. I'm sure it will take years to eradicate this but the vines are long, as you say, but the come up pretty easily in the areas of new growth. Not pulling to day, it's 100 degrees out.

You need to pull it out and get the roots you could also make a spray with 1qt of vinager 1/4 cup of salt and 2 squirts of dish soap mix well and put in a spray bottle and spray them good that will kill them

This tutori al suggests pulling the ivy by the roots, putting down an herbicide, and then covering the area with mulch.

I have heard that painting freshly cut vines with full strength Round Up is helpful.

Make a boundary between the hillside and your home such as a wall. Then use weed killer just the otherwide of your wall to keepit at bay!

I have the same issue - my neighbor has it everywhere and has come across a small finger of a lake into my yard now- I pull up what i can and use brush killer on the rest and it dies
