Hi Tho: You can use paint to paint on decorations on the Popsicle sticks and then attach then to your frames. Or you can glue on gems, stones, trinkets, on your sticks, or wrap them in fancy paper, foil, cloth, just about anything and then glue them on your frames. Good luck

You could use wash tape to decorate the popsicle sticks and then glue them to the frame.

Stick in a design that you like using hot glue, then paint or stain etc. Have fun!
Stain them alternating light and dark stain or patterns of light and dark 2-1 or every 3rd one and attach.

There are a lot of ways, surely! Just let your imagination run wild, test things out then glue on with hot glue.
Alternatively I find spray paint to be one of the best options to use to change or elevate picture frames
