If you’re going to make one, recall that normal concrete is porous and you’ll either need to put a polymer additive in the mix or buy concrete mix with some other additives already in it.
Painting it is also a possibility, but that is more maintenance.
If it has a crack use silicone to seal it
There are also several other materials (that might be easier to use) to make a DIY bird bath if you'd like to give that a try.
There are idea for making a terra-cotta bird bath here - and other option you could try.
I made a DIY bird bath with a terra cotta pot and saucer. It worked well for a while, but then the saucer became more porous and the saucer doesn't hold water anymore. I've read that Krylon spray paints and sealers are non toxic when try, so I plan to seal the pot and sauce with Krylon so it will hold water.
Use a large leaf as a mould or fill a pair of rubber gloves with concrete and lay in a bowl to make shape or dig a hole in the ground and use that as a mould by lathering it with the concrete, making sure it will be thick enough to be able to remove safely when thoroughly dried out. Have fun......
