There is such a thing called "Spruce Decline". I've attached a link about it. I would contact a local nursery or arborist in your area about your tree.

It may be lichens and not mold you see - here is info for you to help your spruce. Also, you could go to a local nursery and take photos and ask them what it is and how to treat.

If so, the above link might help you with identification of what is going on. Take a picture of it to your local nursery, or maybe a sample of it so they can help you.
