It is not entirely clear what you are asking. Posting a picture of your concrete statue will help illustrate the problem.
Dan: maybe this info will help

Hello. You might wish to fill concrete statue defects with epoxy putty. It will dry gray.
Hi! Here is how to seal it:

We had a cement statue that had a crack that just seemed to get bigger and bigger. After washing it well and allowing it to dry I applied a silicone sealant I got from Lowe's. After allowing a day for that to dry I spray painted it. Can't even see the crack now.
Hi Dan, the DAP webpatch won't need any sealing and you can use a thinned down version of the webpatch to seal the rest of your statue too.
You're welcome Dan, Let us know how it all works out
Since all the choices you have tried did not work, I would use a silcone sealant and try painting over it.
Hi Dan: Not sure exactly what your asking, but these sites should answer your questions:

Yes am answering my own question . Using Dap Webpatch -90 will patch and do finish work on concrete statue BUT do not thin exterior acrelic latex it will seal concrete but will not stick to Webpatch -90
You must use something like kills because it will seal concrete and put a coating on Webpatch -90 so paint or primer will stick to . For filling small holes or scratches I am going to thin kills or same type of sealer depending on instructions on product I do not see why it can't be done ? But I have spent time and money trying to get this far but I have hopes this will work as you can see it is still a work in progress . Believe me you do not want to strip your statue or whatever it's not a fun project . Remember research is just as important as what you are working on . That's what I have learned after hours of searching the web and asking for help from everyone I thought might give me quality information . Good luck
