Hello is it a wood item? An exterior deck paint might be suggested.
Additionally you may wish to consider a stain Product that could be transparent semi transparent or solid.
You would have to review your product labels to see which product last the longest potentially the best protected seal. Hope this helps.
Any exterior paint should work. I f you want it sealed, marine varnish would be your best choice.

Hi Nora, It will really depend on what your wood has on it now. If it is raw wood you can always use a powdered milk paint (like Miss Mustard Seed) to stain the wood. It weathers beautiful and will keep with the rustic look of the cart. If you would like a smoother, more modern look, I would use a latex paint designed to be used outdoors (like decking or fencing paint) It will give it a smoother look and hold up well.
I would definitely clean it up first, and then use both exterior paint and sealer. Sounds fabulous! Good luck and stay safe!
I would definitely use Rustoleum primer, then Rustoleum spray paint, then some Lacquer spray to protect from the elements

You could use outdoor paint and seal with marine varnish! Use a marine varnish from a boating store. That is what I would use. They will also have marine varnish paint you can get there as well if you would rather an all in one. If this will be outdoors constantly, you need to make it hold up to the elements.
