I had a really cool item years ago. We used a piece of countertop that was a "second" and added dolly wheels. Then screwed on the two posts and strung pipe between them. I think galvanized pipe would be a better solution than what I had. You can find it in the plumbing section of hardware stores. You should be able to do this project with a drill, not a complicated build.

If you don’t already own the plywood & the casters, I would buy 2 small wood furniture dollies from Harbor Freight (20% off coupons) for $7 ea.
The pipe-based frame will be simply screwed to the wood using C-shaped pipe clamps.
I would design it on paper, for pipe lengths, elbows, T’s and then go shopping with that notepad in hand.
I would think galvanized plumbing pipe would be cheaper than “black” gas pipe- but you’ll find out.
Definitely clean it well after assembling before use.

You could measure the longest clothing item you'll be hanging and create your "pipe" rack no larger than you need. The round flanges at the base are key to the construction.
