Hi Mel, is there currently lacquer on the table and you would like to paint over it or would you like to give the table a lacquered top? If the table top is already lacquered is there a look you prefer for the new paint? You should have no problem painting it but the look you are going for will dictate the painting process. if you can provide a bit more information we would be happy to help and provide details.
Remove the lacquer with mineral spirits. Then scuff the finish with steel wool. Clean with denatured alcohol. Then you are ready to prime and paint. I brush paint everything but most people prefer to spray paint.

Chalk paint will go over anything, but I have had it peel off a piece of high gloss poly furniture. If it is high gloss, I would just scuff up the surface with steel wool or sandpaper, then go ahead and paint your piece.
Another method to remove the finish is sanding. Even good sanders aren't expensive. Good luck and stay safe!
Here's one like I have. You can also buy them at Walmart, Lowe's, Harbor Freight and Home Depot.

Giving it a good sanding will clean up the top then you can either re-stain it or prime and paint.

You'll need to sand very well to remove the protective coat.
Hello Mel,
Brush on ESP and then paint over it when dry. Available at good DIY stores.
Hello, I found this post that can help you:

I would use a brush free roller thats used for cabinet so brush marks don't show on painted lacquered tables.
