If the are pull-down stairs, you can build a box to go over the opening and line it with foam insulation.

There are kits available. You could build a cover that lifts away and still has room for the ladder to fold up. Us the rigid foam insulation, cut pieces to size, and glue together with a tube of construction adhesive. I have never had stairs. My garage access was an access hole with a piece of sheetrock that fit in. I attached insulation directly on the panel top side.
