Women Against Violence works to help women get reestablished in a new home. They don't usually have much beyond the clothes they are wearing so anything will most likely be very welcome.
My dad's church collects them to use in the back of the church for people to hang their coats on in the winter.
Most day cares use them too. Locally they seemed to prefer plastic as it is easier to clean and no sharp edges. And the same goes for retirement homes.
I would try a local shelter. They are always looking for hangers and if they aren't in need can pass them along to people setting up their households when they leave.
Hi Kathy,
Use them to make a Mobile for a child's room. Have fun.
Ours go to the local thrift shop.
Take them to a nearby campus, or college residence marked with a 'Free' sign. Cash strapped students will put them to quick use.

Hello I normally donate my spares to a local thrift store.
Hi Kathy. Donate them to a good cause and write them off on your taxes.
Donate them to your church pantry, they can always use hangers for donated clothing.
Usually I donate them
