Has it just been installed and never been run yet?
Is the breaker switch on your electric panel that controls the dishwasher turned on?
If lights are coming on the control panel, there is electricity coming into the unit, but the 'delay' option may be pressed or selected.
If there is a 'power off' press on the control panel, select it to turn the electricity to the unit off, or go to the breaker switch and turn it off, to clear any delay options that may be pressed.
Turn the power back on again to the unit. Then try again to start a dishwasher cycle.
I would advise to ready the trouble shooting in the manual.

most of the newer dishwashers have a restart button look on the panel and see if it shows "hold for 3 seconds" to reset - mine is not a GE but it is located by the start button

If you just bought it call where you purchased it and ask them.
