This is on front porch of a house I am buying, it does not go through the wall comes apart and is not a fuel line..

I think it's a post to hold a flag... The stick part of the flag would go in the hole. (Just my thought)
This may be a dumb answer. That looks like a country cottage. Could it not be to remove muddy boots. You hold the pole while to keep yourself stable while you hook the back of you boot between the gap.
If it doesn't go thru the wall just remove it. Make sure it isn't attached to an old gas line. People do odd things.
Pat has already stated that the pole is not part of any fuel line.
Ask the current owner. If you are still in process of buying, just ask your realtor to find out what the original purpose for it is.
It really could be a flag holder! But I'd just ask my realtor to find out.

My foot is in the flagpole camp.
The mounting looks to me like it may have been home-made and hand welded together, instead of being pre-purchased. As it is rusted, it may be copper or cast iron, both being used before plastic became more prevalent.
I agree with the flag pole idea as well. But it certainly looks strong enough to support a shepherds hook and whatever you may want to hang such as flowers in hanging baskets etc.
If you are buying a home why not ask the inspector when they show up to do an inspection of the home?
