Use a terracotta stripper to remove any old sealer. Clean the tiles well and after they dry, apply an epoxy primer. Paint with oil-based paint and seal with polyurethane.
Hi Louisa, I really don't know if you want to paint terra-cotta tiles. I am all about painting tile but marble, granite, terra-cotta, I would advise against.
But If you must, maybe a masonry paint.

There are a ton of products out there today to paint over tiles. If you really want it to wear well, most of them contain an epoxy and are oil based. You'll probably also need a good sealer, but if it's on the floor you don't want anything slick. I would consult your local paint experts for their recommendation.

Hello Louisa. Begin by using a terracotta stripper to remove any old sealer. Then clean the til well. Prime the tiles with an epoxy based primer. Allow it to dry overnight. Apply a coat of oil-based paint in the color of your choice. Allow it to dry overnight. Next apply a coat of urethane sealer to the tiles to give the paint a hard, durable finish. And, you guessed it, allow it to dry overnight. Louisa, If you give your tile more than one coat of primer, paint, or primer, always allow each coat to dry overnight. Good luck Louisa.
