If it is in good shape, I would pay it. I see a few small chips on the veneer but it is so pretty that I would probably buy it. Where are you going to find a solid dressing table for that price these days? Everything is made so cheaply. Even "solid wood" has pressed wood in it most of the time. Maybe offer $150 since it doesn't have the seat with it. Check marketplace in your area to see what the going price is for furniture like this. Most people buy this type thing and chalk paint it, then sell for $400+.

If you wish to keep the antique value just clean it. Painting or refinishing changes the value. If you just love the look and don't care about the value do what you want , paint, restain or just clean and add a coat of Liquid Gold polish. It's a good price.
If you like it the way it is, which I think is great. The price is good. The mirror is intriguing. I would clean the wood and give a good polish. I just love the old furniture, more sturdy, dovetail joints. I wouldn't paint it unless the surface is badly damaged. I love the old furniture .
I'm sure if you spend a TON of time searching you may find something similar at a lower price. BUT, that doesn't mean it would be nearby.
Do note - I had a vintage waterfall vanity. I found it very difficult to find a seat that fit how low it was so that may be a challenge for you too.
As you love it, buy it! Anytime I've found a vintage anything that I loved and passed by, I've regretted it. The mirror is gorgeous and extremely unusual - especially still intact. Go for it and finish it anyway that YOU love - never mind others' opinions. Have fun and enjoy it. 😎

In my opinion it is a very expressive piece of furniture, regardless of the price. My husband has been telling me life is too short to spend it hagling over a few dollars and cents. It is costs more or less somewhere else, so what, enjoy it.
Pretty piece, I would guess Victorian, but could be wrong!. Pretty too! Looks like the handles have been changed, but they look great. Maybe the owner can give you more information when you pick it up!

It's a lovely '20s piece. A dresser/dresssing table. It appears to be in decent shape and all I would do is to give it a good wash down with some mild soap and water to remove any dust/residue, then a light wipe down with a soft cloth.
After the suface is completely dry, give it a light rub down with something like Liquid Gold. Wipe off well an buff gently. You should have a satiny and rich surface.

Seems like a decent price. Check for cracked or split wood. Loose joints can be repaired. Good luck
