Hello. That’s a good question and may depend on your crafting need need.

White glue like Elmers could be used for decoupage needs but it is not as good as a sealer as my ModPodge. Modpodge has a varnish and other additives in it to make it more structurally sound and long lasting.

I have Christmas ornaments with photographs decoupaged on wood and they have lasted decades. Whereas Elmers glue might not produce the same results.

Consider your crafting purpose might decide they need to use homemade vs white glue.

You can get small $1 bottles of Modpodge at the dollar tree or use a discount coupon to get it at the craft stores.

I am using Modpodge right now to make my holiday crafts. I find it to be a superior valuable product.

I use the diluted Elmer's Glue for projects that are not meant to last. For longer lasting projects, go with commercial Mod Podge, it contains sealers and varnishes that you do not get with a craft glue. It is worth the money and is available at dollar stores as well as craft stores like MIchaels.

I agree with poster above who said that Mod Podge is superior. I've tried Elmers, I've tried homemade and after a while they degrade. Mod Podge seals well and protects my work for years. You can get it at the Dollar Tree now, too.

You can use watered down white glue. Not too watery.
