You can attach 4 picture frames with an epoxy and add a base (you may want to cut out of plywood). Just get 4 frames that are the same size. Use L brackets to secure to the base. Attach 2 together at a right angle and repeat as each is somewhat set. You will want to make sure you choose a size that is large enough to allow you to work with them inside the box you make.
Another option would be to pick up a cheap container and add photos to it. You can decoupage over them to protect them from kitchen splatters.

You can make a shelf by adding legs and put wood inside the frame. You can do multiple heights as well.
