Walmart sells canopy weights. You could also tie rope edged and run down to the ground with gallon jugs filled with sand. They sell clips with a loop on the end for tarps.
You may be able to get hold of old Weighing Scales Weights used by Green Grocers that have rings on top, then use Market Stall Holders Clips to fix to Tarpaulin!

I've seen people fill small buckets with quick-set concrete and attach them to the corners with rope or zip ties.
