Try covering the box spring with a fitted sheet made of cotton to prevent the mattress from slipping.

Hi Gloria, after you put your bed skirt over the boxspring, put a layer of carpet padding (the antislip sheets). They usually come in rolls and are fairly inexpensive. This should provide enough grip to stop the mattress from moving.
These anti slip, drawer lining mats are available at the dollar stores, you may need several rolls to go on top of your bed skirt.

They are bed skirts that don't go under the mattress - they have elastic on them. I have switched to putting a colorful fitted sheet on the box spring and eliminated the bed skirt.

Add a mattress cover. Most mattresses have a silk fabric which will slide over other fabrics. Covering the silk fabric will prevent sliding. You can also put some non slide fabric between the two surfaces. This is the fabric you use to line drawers, it is a soft rubbery fabric.

For holding the skirt ruffle in place -I have used a tagging gun to hold mine secured. For mattress slipping I would try one of those plastic rug mesh gripper pads.
Put a few long strips of Velcro to keep from sliding.
We have used sew on Velcro strips before They may help.

I have used at various times Velcro and safety pins!
I put sheets on both the mattress and box spring to prevent slipping. then you can pin the skirt to the box spring sheet.

You could even try using some Velcro strips on the mattress and the box spring to keep them in place.
Try adding Velcro at the top of the bed on both pieces mattress and box spring you could pull the material down this should hold them put large pieces
