If you want to refinish it, remove the old finish with Citristrip and/or a sander. Go from a heavy grip sandpaper (80) to fine (220) From there you can decide on a stain color to apply. Let it dry and fine sand it. Apple another coat of stain if necessary. Seal with polyurethane for a sturdy finish.
It depends on what's already existing and what you'd like the end result to be. You can strip it, sand it, and stain or prime and paint, or just clean it up, use some wood refinishers like Feed n' Wax to spruce it up.
Paint is the most common way unless you have a beautiful wood desk that needs refinishing. Give it a good cleaning with soap( Murphy's Oil soap if wood) and water to remove any dirt. rinse and let dry.

Paint is probably the most popular method. You could also clean it up, update the hardware, and go with existing finish.
