You can make a tiered tray easily by using a plate as a base, then a slightly smaller dessert plate, then a saucer.....matching or otherwise. Use $Tree candlesticks for the center and glue with E-6000. Easy peassy! These types of tiered trays are great for housewarming gifts.
A friend of mine made one from Dollar Tree stove eye covers and spindles. She painted the covers and screwed into the spindles for supports. Very creative.

You can get thrift store items, use E6000 to glue plate, candle stick and saucer together and paint them all the same color.
