Antiquing wax should be right next to the chalk paints where you purchase that in your area. Some are brown some some are black. This looks like a black glaze. Behr makes them and that is carried by Lowe's.
Looks like Green underneath with a grey dry brush over the top to me, but it is difficult really to see very well. Practice the affect on a piece of card or the back of the dresser first before going ahead with the entire project, to be sure you have it right!
The bigger the amount of contrast between the base and the glaze, along with the brightness of the color of the base, the more it looks antiqued.
Behr make a faux glaze that is an excellent product. For an interesting result, mix a small amount of the paint with part of the glaze. It might be a good idea to practice on an inconspicuous part.

Valspar makes glazes for paint. You may want to look at what they have available.
You might want to look into the metallic glazes now availalbe. They give a sophisticated vibe to painted furniture pieces.

Black glaze applied sparingly over teal should get it. Take a look at Homestead blue by Fusion mineral paint.
