Get a stud finder and mark your studs. Cut chair rail to the width of the wall it and screw it to the studs. Paint to match the wall. You can get several types at places like Home Depot.

If you have to do corners you will have to cope the edges, or you can get very thin insertable pieces of wood in the rosette section of HD or Lowes and then you will only have straight cuts to tend with.
