Hi! It depends. Do you have any moisture issues? Concrete floors can be gorgeous with the right finish. It's hard, and cold unless heated. Tile is always a good option, but, with the same issues. If you are using it as a living space, I think vinyl plank floors are always great!
Hi Nonica: My basement is a combination of carpeting, painted floor and just plain old floor, depending on the area. The areas that are carpeted are the areas I work in mostly. I just got large carpeting remnants from the carpet company and put it down over some regular padding. The furniture keeps it from moving around, but this isn't in a 'family living'type room, just a room where I spend hours doing crafts. However, it should work if you plan on making a living area there, too.

The best floor for a Basement is one that has been "Tanked". Then you can use any flooring you wish because it will not let water seep in! If you mean flooring, then something that will make you feel comfortable in the area. Maybe thick Cork Tiles?
We have carpet over the cement. Just be sure to have a dehumidifier no matter what to keep moisture levels down so mold and mildew won't build up.

Concrete stained in most cases due to the below ground and moisture issues. Tile would be next on the list.
I agree ceramic tile, with area rugs that can be taken outside for UV "cleaning" once in awhile.
We have an inexpensive berber carpet and it has held up really well!
