I've fixed some surface cigarette burns" good enough" on wood , but formica burns in a kitchen would be better just covered rather than taking a chance on food getting harmed by patching materials.

What type of counter tops do you have? You can always cut the burn out in a larger square and put in a ceramic tile, and use as a hot pad on the counter.
