The paint is dry. Is it possible?
Mix a solution of one part dish soap, like Dawn Ultra Dishwashing Liquid Dish Soap ($2, amazon.com), to one part warm water. Sponge the stain with the detergent solution, tamping it vigorously. Rinse and repeat this process until no more paint is removed.
Take Chloe's formula after using a small plastic scraper to chip off any dried paint.
After scraping off as much as you can I would try scrubbing the area with hot water and dish soap.
Dipping the painted area into a bowl of warm soapy water and letting it soak for several minutes will help to soften the paint which could then be removed by a dull scraper such as a tablesppon, etc. Keep working with the fabric until the paint is removed and then rinse the area well with clear water.

Hi Jeannine: Yeah, you can do this :) Alcohol is good for cleaning dried latex paint. Or, you can use Goof Off or isopropyl/rubbing alcohol as well as denatured alcohol. Check in an inconspicuous place before putting it on the paint, to see if it changes the colour of your coat.

Krud Kutter has gotten dried paint off of many different surfaces, including clothing. Be sure that you try it on an inconspicuous spot first. Spray it on, let is sit and then see if rubbing takes the paint off.
Can you scrape it off if it's still puffy?
