Maybe cheap paint is your question? If so, I would recommend always getting quality paint but if you need a bargain, check out the "oops" section of big box stores. Most of them highly discount that. I once got 4 gallons of exterior brown paint at Home Depot for $8/gallon, it was $30/gallon originally. Someone had returned it saying it wasn't the right color. My daughter wanted to paint her home brown so I purchased it. To prevent the original customer from re-purchasing they put a small tint in each gallon to change the color. I got a 5 gallon bucket and we dumped all 4 gallons in together (I recommend this even if you purchase custom tint) and it turned out great.

If you want cheap paint, Home Depot has a section of returned paints (in the paint section), some great bargains there, varying items and paints, never know what you'll find. Maybe enough for your purposes.
Keep in mind that cheaper priced paint is often thinner, drips more, does not cover as well, does not apply as easily, generally does not contain any primer, and does not wear as well as higher end brand-name quality paints.
In the end it may not be as cost effective to choose only by price.
Flipturn's recommendation about "returned" paint at various paint stores is a great onoe! I've found paint to use at those places at variouis times when I need coverage but not necessarily a particular color. Also, know thast if you use a primer you won't need as many coats of paint. Good advicde too, to not just select your paint because of the price. I've learned from experience that often time the "cheap" paint is not necessarily the least expensive in the long haul.
Depending on what you are painting, chalk paint is relatively budget friendly
