I've used Mod Podge.
If it is plain paper, then mod podge. If it is something with an adhesive on it, like wallpaper, use an adhesive formulated for that type of paper.
Are you talking about Decoupage or putting a photo print on wood?

Hello depending on the final result desired Iwould consider a glue stick, or Modpodge or-spray adhesive. Topcoat sealer might be necessary.
