Are you referring to the ones that stand up by themselves and are plastic? We have several of these that are cat treats about a 2oz package. Lately we had been just putting them into the recycle for plastic, but thank you for asking what to do with these. A use would be to make small bag type planters out of them and grow herbs or succulents. Just poke a few holes in the bottom and add pea gravel so you don't loose your dirt. Put them in a tray or maybe even cinder-blocks for effect.
Hi Lisa: You can cut them along the edges, lengthwise, and sew a bunch of them together to make flower pot mats, aprons, vests, blankets, purses, just about anything you can make out of patchwork fabric.
That's a tough one, I was googling and saw that most places in the US don't accept them for recycling. So it's nice that you want to reuse them. I like your seed idea.

Hi! Have you thought about buying a larger container of the treats, and reusing the bags to divvy up the treats? Just a thought!
