Not sure which ScotchBrite product you are asking about. I would suggest you read the container and see what the recommended uses are, or you could contact the manufacturer.

Yes,, start with clean, dry sneakers, using Scothgard the fabgric protector, spray them outside, I do that to my cloth purses.
