Wash the wall. Couple drops of dishwashing liquid and some water. Wipe down and go over with a soft cloth that has been run under hot tap water to rinse.
Paper towel soaked with rubbing alcohol should work. Try a small spot first so it doesn't affect the paint. A few drops of Dawn dish liquid in hot water.
Dishwashing liquid in water has worked for me!
A soft cloth and hot water plus a little hand soap has always worked for me!

How to Remove Hairspray Residue
I would imagine a damp cloth or a damp magic eraser should handle this.
Usually the hair spray can be easily removed without too much scrubby by using a warm moist cloth. Look at the area from various angles; sometimes the spray looks shiny from one angle but doesn't show from another.
Use shampoo diluted with water!
