It will depend on your space but we had a bedroom that we did. We built from the corner by framing with 2x4s then added sheetrock to the walls. I designed the interior and we used shelving boards and galvanized pipe for the rods. Keep in mind that currently the price of building material has skyrocketed so there isn't a real cheap way to do this. It is probably more than double what it was 15 months ago.
You could consider picking up a piece of furniture off marketplace and using as a closet. That would be your least expensive way to go. You could leave as is or paint. I see armoires all the time for $100 or less, sometimes even free.

If you really just need a rod you could could hang one from the ceiling and then hang curtains around it to hide your clothes. I would also suggest you check out Amazon. We purchased a ward robe for under $200 from there and I was really impressed with its quality.
Comment edit: I noticed another commenter seemed to assume when I suggested pluming pipe that I was talking about steel pipe. No. Not at all. I would suggest using PVC pipe which is much more affordable as in the above link I shared.
Plumbing pipe it pretty expensive by the time you add up all of the pieces needed. Add up the connectors and you run into a bit of money. You didn't say what the closet was for. Pantry items, bathroom items or clothing. If clothing consider a rolling garment rack that can be hidden with a sheet. Attach hooks or curtain rod from ceiling to hide the rack and add a pretty design to the room.
