When I was in high school, a million years ago, I shaped tusks out of a metal mesh and then papermached over the mesh. Watered down white glue and strips of paper and then painted them. Good luck!
What size of elephant tusks are you wanting to make, and for what purpose will they be used? For example, will they be used outdoors, as part of a costume headpiece, children's toys, etc.
What kind of material do you want to make them out of? Metal? Resin? Cloth? Yarn?
I'm not certain if you're using them as tabletop decor or wall hanging, etc. If so you can make them out of wire and paper mache.
