I enjoy my top-up/bottom-down shades. One is smoke damaged ... originally white. Is it possible to wash it?

You can wash them and hang them out on a line to dry. Use Dawn and water.
I've always been told they shouldn't be submerged in water. Dusting and spot cleaning only.

This guide suggests professional cleaning for a full cleaning. I would consult the manufacturer of you shade to find out what they recommend.
What is it made of? That would determine how to clean it.
Take off and wash in shower out outside. Have some hold it in shower open all the way use a soft shower brush and any soap gently wash both sides, rinse and hang outside to dry.
Hi! Dusting, vacuuming, spot cleaning are the only recommended methods for the ones I have. Good luck!
Hello,
If it is Plastic or /Glass then wash or wipe with a Wet Wipe. Best wishes

Yes! I would start with maybe hosing it off to get rid of smoke damage. Then you can use a dust glove like this to clean it after its dry: ecloth.sjv.io/RyGKRR
