How can I skim concrete over existing linoleum floor?

We have 1100 sq.ft basement floor and have tried taking it up. The house was built in 1974 no asbestos. I don't want conventional flooring of LVP, linoleum squares or carpet. I would like to skim concrete over this floor and then paint it and lacquer it. Is this possible to skim with concrete and if so, how thick should it be. We have painted concrete in the other rooms that did not have linoleum and it looks great. Thanks!
