In installing tiles in a basement stair, you should first check for any damages on the stair basement. Then clean it. After cleaning, prepare your tile for installation. First, apply the thin-set mortar, lay down the tile and apply the grout and allow to dry.
Peel and stick tiles might be a way to do this, then you do not have to bother with adhesives and grout. If you choose this, get a very durable tile of good quality.

Ceramic or vinyl?
I would consider the front edge of stairs always gets abraded because people don’t pick up their feet.
The other consideration is Coefficient Of Friction,
as in how slippery is it, especially when wet.
Therefore, I would either select a through-bodied porcelain tile, unpolished,
or a vinyl tile with an anodized aluminum or vinyl bull-nosing.
Not sure what you are looking to do but adding an advisory that tile is very slick in most cases so you might want to consider only tiling the risers. I would use the double sided adhesive for tile to adhere to the stairs.

Hope you are adding tile to the riser and not the tread. Adding on the tread is very dangerous for slip and fall accidents. If on the riser check out a video online on how to add tile to a bathroom wall. It is the same.
I hope it's vinyl tile and not ceramic. Vinyl Tile Adhesive. Either tub or caulk tube.
There are ceramic tiles with a low Coefficient Of Friction. They are not glazed. You will have to do some shopping and not necessarily at a big box store.
You could use some unpolished porcelain mosaics or some porcelain pavers.
Commercial pavers have a rating for the COF.
