We hired a person to come in and grind the tree stumps down. Not one has sprouted since that. Less then $100 to grind down 4 tree stumps.
I put brush kill on mine and it stopped the growth from coming back you can buy it at Walmart, Home Depot, etc.

Yes, this is rather common. We drilled holes in the stump and poured epsom salt in it. This accelerates decomposition and inhibits new growth.

There are herbicides you can paint onto the stump to prevent it from growing any longer. You can get them online or at a local hardware store or garden center.
Boiling hot water will not kill a tree stump. There is powder you can put in holes you drill into the remaining trunk to kill the tree. You can hire a stump grinder. The prices vary greatly so ask for an estimate.
Drill a few holes in it, pour in some Epsom salt, and water the salt. It'll take a few days but it'll kill it.
