There are different kinds of stain other then water based and oil based-like transparant and semi-transparent, some have color to them. These would weigh in as of what is on your deck & how to strip it, also consider the condition of your wood. What kind of stain?! Stain basically absorbs into the wood, Sanding would remove most of it.

We just removed ours with a power washer.
Depending on what type of stain it is, it might be removed with a pressure washer. If you don't own one, they can be rented on an hourly basis. If the stain is an oil-based one, it will be more difficult to remove and may require sanding of the entire area to be ready to refinish.
Depending on how long it's been on, how faded, whether it was water or oil based stain, you could either sand, power wash or use a chemical stain remover. In most cases you don't need to remove it, unless you want the color to be lighter, you could just power wash and restain or paint.

Hi! I would definitely start with power washing! I recently got spilled paint off of concrete with one. It was hard and nothing else touched it. Good luck!

You can try CitriStrip and cover it with plastic to see if that keeps it from dripping. It's a thicker product. Otherwise, sanding is up next.
