It will always make a mess. Buy a shower curtain liner at the Dollar store to use as a drop cloth. Use a spray bottle of water, dampen well, use a wide blade scraper, scrape, wipe clean. Wear a plastic hair cover, bandana or hat, USE GOGGLES.
You can utilize a garden pump sprayer to mist the ceiling. Allow it soak for a couple of minutes or about 15 minutes before scraping it. Newr in mind to just give it a light misting. Too much may damage your drywall.
It is impossible but Homax makes a tool that does reduce the mess quite a bit and makes for an easier job. Drape everything in plastic and wear protective clothing, cover your hair, and wear goggles.
