Hello I might suggest trying toothpaste.
I would clean it by sanding it and then dab a drop of olive oil on it. There are enamel repair kits, just make sure you buy one that is food safe. Good luck!

if it is an older or antique speckled pan you are not supposed to cook in them if they develop rust spots

How old is the roasting pan? The non-rusting outer coating may have worn off. Even if you try to remove the existing rust, as the spot is now exposed and no longer protected by the coating, it will continue to rust.

Is it on the inside or outside of the pan? I'd be concerned with repairs or continuing to use the pan for food if it were on the inside and I'd live with it on the outside, but that's me personally.
I had a black speckled roasting pan that did the same thing. Sorry to say, it cannot be repaired. Since I had a chip on the inside I did not want to chance contamination. I threw mine away.
Sand it out with fine sand paper .Home Depot sells touch up porcelain but you need to read the back to see if you could apply it to a pan for food use

Try Bar keepers Friend or Brillo pad.
Those old enameled pans get chipped and then they rust. You could paint it to reuse for non-cooking purposes but unfortunately you won't be able to use it for cooking anymore.
